34 Business Access Control Plan
The primary objective of this study
is the establishment of an Access Control Plan (ACP) for US 34 Business Route
from SH 257 to 35th Avenue (see map to the left) in the City of Greeley and Weld County. The State Access
Code, which is administered by the Colorado Department of Transportation
(CDOT), classifies State Highways differently for purposes of managing access
points, depending on the way each highway is intended to be used, balancing the
need for access with concerns for the mobility of all travelers.
The access classification for US 34
Business Route is “NR-A” (“Non-Rural Principle Highway”) for the west half and NR-B (“Non-Rural Arterial”) for the eastern half. The NR-A and NR-B classifications imply a facility allowing for
some high speed travel.
In the State Access Code, this is accomplished by
restricting intersections to ½-mile intervals and by restricting private direct
access.
An ACP typically defines existing
and future access locations, the type of access (right-in/right-out,
three-quarter, full movement; signalized/unsignalized; interchange), and any
modifications needed to existing accesses, including the possibility of access
closure. The study will yield a set of access improvement steps and recommendations that will be implemented iteratively with future roadway improvements, safety enhancements, and new development. A cost estimate will be developed to determine the
resources necessary to accomplish this ACP.
Finally, an Inter-Governmental
Agreement (IGA) between CDOT and the local jurisdictions will eventually be
prepared through which the ACP for this segment of US 34 Business Route will be
formally adopted.
